Fixes several small bugs regarding #48
- Proxies are `off` by default so `SHADOWSOCKS_PASSWORD` is not required - Documentation fixed and clarified - `PORT_FORWARDING` should be `on` or `off` only now (although it's backward compatible with `false` and `true`)
